Ark. claims panel holds DHS liable in '09 death of Maurice "Beau" Clark

LITTLE ROCK, Ark. (AP) - The state Claims Commission says the Arkansas Department of Human Services is liable for the death of a 67-year-old man who was shot and killed by a teenager who was recently released from DHS custody.

The commission made the finding this week in a claim filed by the estate of Maurice "Beau" Clark, who was killed in a 2009 home invasion. Antonio Terry, who was 16 at the time, was charged as an adult in Clark's death and pleaded guilty to first-degree murder.

Authorities say Terry had been released from a juvenile detention center after serving only three months for burglary and theft.

A DHS spokeswoman declined to comment.

The Arkansas Democrat-Gazette reports (http://is.gd/lPp3po ) that a Dec. 13 hearing is set to determine the dollar amount of damages.
