LITTLE ROCK, Ark. (KTHV) -- A controversial proposal to build a sewage treatment plant near Lake Maumelle goes before the Little Rock city board again Tuesday.

Developers have been asking for permits for three years. They want to build it just outside the city limits on Highway 10 near Nowlin Creek.

The planning commission rejected the plan last summer and an appeal before the full board had been put off until Tuesday night.

A complication is that the plant is outside the city, but in an area that Little Rock controls. Neighbors have been fighting the proposal since it first surfaced.
