Ice melting increases chances for new pot holes to form. Here's why:

A pothole begins when water seeps below the road and then freezes. When it freezes it expands and places pressure on the pavement. The pressure the asphalt upward causing it to buckle. Then, when the ice melts, it leaves behind a gap.

A car drives over the weak spot and causes the pavement to collapse into the empty space.
