LITTLE ROCK, Ark. (KTHV) -- North Little Rock residents might have been curious about a letter last month from Mayor Pat Hays promoting insurance to cover the cost of water line repairs.

The letters weren't from the city, but from a private company advertising its services with the approval of the City Council.
