Michael Howard escapes from Baxter Co. deputy's car, recaptured

HARRISON, Ark. (AP) - Authorities say an inmate is back in custody after he jumped out of a moving patrol car in Harrison and stole a deputy's cell phone.

Baxter County Sheriff John Montgomery says a deputy was taking 31-year-old Michael Paul Howard to Baxter County on an outstanding warrant for failure to register as a sex offender.

Authorities tell the Harrison Daily Times (http://is.gd/MJ4jIp ) that Howard jumped from the backseat of the car and ran into a nearby Home Depot, where he used bolt cutters to remove his handcuffs.

The sheriff says Howard was captured about 90 minutes later. Authorities claim Howard used the deputy's cell phone to try to arrange a ride.

Howard is being held in the Baxter County jail and the sheriff says the incident is under review.
