Box office king unseated by slasher flick

UNDATED (CNN) -- After three weeks as king, The Hobbit has to settle for third place at the box office. So who stole the show?

After a photographer was hit and killed while trying to snap photos of justin bieber's car last week, one Los Angeles city councilman says more has to be done to prevent this kind of tragedy. Councilman Dennis Zine says, "It's about enforcement. It's about enforcement by the local law enforcement but clearly there's the responsibility by the celebrities, by the photographers, we need to safeguard people. It's really a tragedy but hopefully we can learn from this experience and we can have the cooperation."

Bieber was not in the car at the time and has since released a statement offering his condolences and calling for changes to protect celebrities, police, bystanders and the photographers who go to great lengths to get high profile pictures.

Weekend moviegoers were in the mood for a fright. "Texas Chainsaw 3D" debuted at number one. Ticket sales for the horror movie hit $23 million.

"Django Unchained", last weekend's runner up, finished in the same spot again this week.

The Quentin Tarantino flick brought in another $20 million and pushed its domestic haul to over $106 million.

After three weeks at number one, "The Hobbit: An Unexpected Journey" slipped to number three, taking in $17.5 million.
