NEAR MOSCOW, RUSSIA (CNN) -- Emergency workers are at the scene of a burned-out psychiatric hospital outside Moscow.
At least 38 people died early Friday, Russian Health Ministry officials told state-run news agency Ria Novosti.
The fire appears to have been sparked by an electrical short, the news agency said.
Three people escaped the fire, the report said.
Heavy smoke is hampering efforts to recover bodies from the destroyed one-story building, the news agency said.
