LITTLE ROCK, Ark. (KTHV) - Arkansas State Police agents have arrested a Little Rock man in connection to the deaths of a well-known pastor and his granddaughter.

Pastor David Harris and his 10 year-old granddaughter Maci Harris died New Year's Day 2013 in a car accident on I-30. Now the driver of the vehicle that hit them is being charged with negligent homicide.

A parking space has remained empty since New Year's Day at Oak Park Baptist Church after their long-time pastor David Harris and his 10-year-old granddaughter Maci were killed on I-30. Church spokesperson Tommy Walker said the last seven months have been tough for the Harris family and the congregation.

"We miss him tremendously. It's tough to even think about that he's gone. We've had Brother David's birthday. We've had Maci's birthday, and we've also had Brother David and Christy, his wife's, anniversary, so these are all things that are very painful to go through, but we lean on Christ to help us through all those things," said Walker.

Monday, more than seven months after the accident, police arrested 37-year-old Kareame Cotton, Sr., of Little Rock. He is charged with two counts of negligent homicide and third-degree escape. Arkansas State Police said Cotton had a blood alcohol level of .21 the night he struck Harris' SUV.

"We were kind of wondering when it was going to happen, but they have finally arrested him, and so, we are just trying to see what happens with the court," added Walker. "You can't worry about what is happening in the process. You just have to keep faith that everything is going to happen the way it should be, and it's God's will when it does."

Cotton is also charged with third-degree escape. Arkansas State Police said Cotton slipped out of his handcuffs, unlocked a police car and ran off while troopers investigated the crash. He's being held on $10,000 bond.

The accident happened along I-30 at Scott Hamilton Drive in Little Rock on New Year's Day around 8:30 p.m. A 2-month-old child also died due to injuries sustained in a crash that happened at the same time and location as this one. However, that wreck is being investigated as a separate incident by the prosecutor's office.
