Sex offender found serving as pastor

NORTH LITTLE ROCK, Ark. (KTHV) - A sexual predator serving as a pastor is back behind bars for a parole violation.

These days, people know him as Pastor Jacob Taylor, but what many did not know is that he carries around a sexual assault conviction, and is currently a registered sex offender under a different name.

The original sexual assault charge involving a minor happened about 10 years ago. Back then, he went by Carlos Norwood.

Since then, he's racked up a laundry list of other charges ranging from property theft to forgery. On those reports, both names are listed.

Gloria Geter says the worst thing someone can do is deceive.

"I'm disgusted," she said.

Geter reconnected with Jacob Taylor about a month ago. She said he came to her asking her to help him start a women's ministry.

She recognized his face, but not his name.

"As we went on, I said Carlos is that you? And he said yeah I legally changed my name," said Geter.

Geter went to Taylor's house on Friday to help someone else who was living there get his things. Geter says she had no idea about his past.

North Little Rock Police also arrested him for forgery and theft. Both those crimes have him listed under the name Jacob Taylor.

Sherri Flynn assesses sex offenders for the Department of Corrections. She said the department always wonders if changing their name is an attempt to get around the system.

"If it is your desire to commit a sexual offense, you're going to find a way, you're going to find a way to gain access to victims," said Flynn.

Which is why Flynn says it's important for organizations to do thorough background checks.

"Sex offenders are masters at gaining the trust of people in their lives."

And once trust is lost, it's difficult to regain.

Websites list Jacob Taylor as the Bishop of Power Pack Ministries on Hanger Street. When THV arrived there on Friday, the windows were boarded up.

Geter says despite what's happened, she still hopes to open up a ministry.
