LITTLE ROCK, Ark. (KTHV) - Secretary of State, Mark Martin, appointed a review and implementation committee to comb through his department to find deficiencies.

The committee analyzed the elections, business and commercial, communication and education divisions.

The changes could include eliminating some jobs, adding others and combining departments. Before the specifics, here's how the secretary of state's budget plays into the big picture.

Arkansas' overall budget is 24.1 billion and the secretary of state office is 26.8 million, or about a tenth of 1 percent of that.
The review committee suggests consolidating the building and grounds department with the mechanical and electrical department.

They recommend eliminating a mechanical administrative assistant, cutting $50,000, a mechanical director, dropping $74,000. In communications and education, the report would cut a photographer at $41,000 and it calls for terminating the education director, cutting $74,000.

The largest reduction would eliminate contracting fees of $600,000 with Information Network of Arkansas, a group that oversees the state's internet presence. The total of these cuts is $839,000.

The review committee also recommends outsourcing capitol police, right now there are 16 corporals who make $48,000 a year. And it suggests getting rid of the gift shop.

The secretary of state office tells Today's THV, no timeline is set for the changes. Some reductions will be decided by the secretary and others will have to be voted on by the legislature.
