LITTLE ROCK, Ark. (AP) - Secretary of State Mark Martin's office says a proposed constitutional amendment that would allow four casinos to open in Arkansas can't appear on the November ballot.
Martin's office said earlier Wednesday that it was unclear what the effect of the ruling would be, but a spokesman issued a subsequent statement that a problem with the proposal's ballot title will keep it off the ballot.
The ballot proposal is by professional poker player Nancy Todd.
Todd said Wednesday that she plans to keep collecting signatures in advance of a deadline next week. Todd was given additional time to gather the 78,133 signatures from registered voters she must have to qualify for the ballot.
The law says that if a proposal is found deficient, the petitioner has 15 days to correct it.
