HOT SPRINGS, Ark. (KTHV) -- The American Civil Liberties Union is suing the State of Arkansas over loitering laws.
The lawsuit comes six weeks after Hot Springs city leaders passed an ordinance that fines panhandlers on public streets.
Two homeless men, including a disabled veteran who vowed to sue when the ordinance passed, said it violates the First Amendment. They won a previous lawsuit in state court.
That victory led Hot Springs to pass a new ordinance last month, which restricts panhandlers from intersections and medians.
