LITTLE ROCK, Ark. (KTHV) - Tens of millions of Americans with limited access to banking services are turning to pre-paid credit cards.

What distinguishes one from a credit card is that it's loaded with a specific dollar amount. Once the money is spent, the card has no value. But are they a smart tool for you?
