Personnel file released for LRPD officer involved in fatal shooting

Today, we received a disciplinary record for Starks, showing that over his six years with the department, he had twelve entries -- including two suspensions.

LITTLE ROCK, Ark. — After submitting a Freedom of Information Act, Little Rock police have released the personnel files on officer Charles Starks, who was relieved of duty after his involvement in the fatal officer-involved shooting.

Today, we received a disciplinary record for Starks, showing that over his six years with the department, he had twelve entries -- including two suspensions.

One came after he and other off-duty officers got into a fight after watching a movie. Starks got a 10-day suspension for failing to identify himself or call for on-duty assistance.

The other 15-day suspension stems from a chain-of-custody issue in 2016. The department said he and another officer had a lost ring that had been turned into the police appraised at a pawn shop. They were supposed to bring it to the property room.

The other entries on the disciplinary file are redacted, including any action taken by the department against Starks.

Starks was relieved of duty on Wed., Feb. 27. The 31-year-old officer shot and killed Bradley Blackshire after stopping the allegedly stolen car he was driving at the intersection of 12th St. and Rodney Parham. Police reports indicate Starks stood in front of the car when it moved toward him, prompting him to open fire.

Starks had initially been placed on administrative leave. Lt. Michael Ford said the department will not comment on what prompted the change of status.
