North Little Rock apartment plans to cover wetlands raises concern in community

More apartment development could be on the horizon in North Little Rock. The location of the proposed development raised concerns about its impact on the environment.

Right now, a new apartment complex referred to as The Pointe at North Hills is in the works. Neighbors have been notified the developer Richardson Properties hopes to add on to what will be a 70-acre complex.

“When we receive a complete application we then send out a public notice that lasts for 25 days. At that time any of the public or agencies can comment on the proposed project,” Regulatory Corps of Engineers Project Manager Jim Ellis said.

The public is taking that opportunity. Richardson Properties needs a special permit from the Little Rock District Corps of Engineers to fill 1.6 acres of forested wetlands for the complex.

“Wetlands provide not only habitat for animals, aquatic species, but they provide flood control,” Ellis said.

Many people said they are worried this will cause flooding problems for people who live here.

“That entire area used to be completely floodplains and wetlands and that’s for a reason. I don’t see that being a very good place to develop anything,” resident Sara Drew said.

Meanwhile, landowners of an acre right across the road are looking forward to the addition.

“We anticipate getting a very nice convince store, Starbucks, Krispy Kreme donuts. Any kind of retail outlet like that, that would be of service,” Norman Clifton said.

The Corps of Engineers said it could take four months to over a year to evaluate the impact and make a final decision.

“We’re neither for or against development projects, just because there are going to be impacts to wetlands,” Ellis said.

Residents in the area have until April 8 to give comments to the Corps of Engineers.

They ask that people provide detailed responses on why they’re for or against filling the wetlands.
