Starks' attorney demands Little Rock mayor, police chief be fined

The lawyer for Little Rock Police Officer Charles Starks says Mayor Frank Scott and Chief of Police Keith Humphrey are ignoring a direct court order.

LITTLE ROCK, Ark. — The lawyer for Little Rock Police Officer Charles Starks says Mayor Frank Scott and Chief of Police Keith Humphrey are ignoring a direct court order and should be punished.

According to an argument filed Friday, Starks had not been fully reinstated to his job with Little Rock police as of Thursday's deadline.

Starks' attorney Robert Newcomb says his client's employment status with LRPD is listed as 'relieved of duty.'

He hasn't been re-issued his gun, badge, or police ID.

Newcomb claims that unfairly condemns Stark and demands both Mayor Scott and Chief Humphrey be fined $500 per day until Starks is fully reinstated.

City officials have declined to comment.

On Thursday, Judge Tim Fox told Starks and the city to try and work out the details of back-pay after ordering them into mediation. But on Friday, Judge Fox scheduled a hearing on the matter for Tuesday morning.
